MIGRATION POLICY CHALLENGES IN THE EU AND THE SOUTH CAUCASUS PDF Print

Background:

In 2015 more than million migrants and refugees crossed European Union's borders sparking crisis. Today multicultural Europe faces numerous challenges as arrival of migrants and refugees has sparked heated debates concerning migrants’ integration, disputes over value system and identity, demographic situation,increased instances of xenophobia, racism and discrimination. As small as it is the Republic of Armenia has also opened its borders to around of 22000 Syrian Armenians that supposed implementation of certain actions on behalf of the State that have social, economic and political implications. Hence, it has become urgent to address the concept of migration and discuss policies and challenges existing both in EU and in the South Caucasus. Module on “Migration policy challenges in the EU and the South Caucasus” (MiPEC) is designed to address legal, political, cultural and social aspects of migration in the region and the European Union.

 

It is compulsory part of the MA in European Studies curriculum; additionally it  is offered as optional course for international relations, law and sociology students.  A module on migration is taught for the first time in the frames of the Master's programme in European Studies.

 

MiPEC Structure:

The module is a result of interdepartmental cooperation of YSU’s departments.   It is multidisciplinary in its structure and approach.  MiPEC is divided into three parts where each is designed or modified to meet general objective of the module and the curriculum, syllabus structure, identification of learning outcomes, etc. The courses are taught by four professors from different departments (law, political science, linguistics, Centre for European Studies) of the Yerevan State University. Each professor has different backgrounds and uses diverse teaching/learning methods:

 

  •  a) Course 1. Multiculturalism, identity and values (course was modified on the bases of “Introduction to European integration. Cultural perspective”/ team teaching)  
    The politics of multiculturalism adopted by the European Union faces serious challenges today. If previously viewed as sign of inclusive and diverse society, today it is heavily criticized. The influx of migrants and refugees has obvious social, political, economic and cultural outcomes. The changing profile of EU countries emphasise the necessity of the analysis of changing societies. 


    Aim of the Course

    This course aims to give students abilities to identify and examine theoretical and practical implications of diversity and multiculturalism, to elaborate appropriate policies. The course will also focus on concepts of politics, identity and citizenship.

     

    The course is offered on compulsory basis to first-year European Studies programme students, and will be open to students from other higher education institutions as well. Being taught during first semeter, the course serves as introductory course for other two parts of the module which concentrate on more specific aspects of migration policies during second semester.

     

    b) Course 2. Legal regulation of the migration processes and asylum issues in the EU and the RA (new course)

    This course examines the migration and asylum laws and policies with an emphasis on current developments of immigration policy within the EU Member States. Migration law in general and this course in particular covers an intricate body of substantive and procedural law concerning the admission and expulsion of foreign nationals. Topics that the course will explore include the legal basis for regulating the admission and expulsion of foreign nationals, the rights and obligations of third country nationals within the EU; the rules governing admission of refugees to the EU Member States; the procedures governing the removal of non-citizens who within the legal framework of the EU no longer have permission to remain in the EU Member States.

    This course will be valuable for those students who wish to engage in an informed debate on current issues involving migration law and policy. In addition, migration law provides a rich context in which to discuss a variety of legal issues and improve analytical skills and statutory interpretation.

    The course is taught during second semester.

     

    c) Course 3. Labour migration policy: EU and the South Caucasus (new course)

    European labour migration” refers to a group of special disciplines of professional cycle base of the European research and is intended for students who specialize in the study of European integration and international political processes related to the interaction in the European arena of actors at various levels. In accordance with the appointment of the main objective of the course is to familiarize students with the existing approach to the problem of labour migration in the EU, the tools to measure them, existing concepts on the relationship of demographic and international political trends and risks associated with them, as well as analysis of specific most illustrative intersection examples demographic and international political issues.

     

    The course is taught during second semester

 

MiPEC Teaching Staff

The teaching staff selected for the Module includes lecturers with a considerable academic background and practical experience in the relevant areas from different departments of the University.

 

Dr. Vladimir Martirosyan, Associate Professor at the Department of International Relations of YSU, Deputy Director of the Centre for European Studies. Dr Martirosyan is module leader and he is co-lecturer of the course on “Multiculturalism, identity and values” course. He defended his PhD Thesis on Transitional Period of Political Regimes of Armenia and teaches a number of courses at YSU, including one on Western political democracies. Dr. Martirosyan has published a number of articles in the field of democratization in the post soviet countries and the role of external actors, such as the EU, and holds considerable experience in administering educational programs.

Research interests: democracy and democratization; EU’s Political system; western political systems and EU governance.

 

Ms. Kristine Gevorgyan will assist to the teaching of “Multiculturalism, identity and values” course. She is a PhD candidate at YSU and holds Master’s in Euroculture from the University of Uppsala (MA thesis on Multilingualism in the EU on the example of Sweden and Denmark).

In 2010 K.Gevoryan was a part of Jean Monnet Module team. K. Gevorgyan has extensive experience in running projects and organizing small and large-scale events. Since 2017 K. Gevorgyan is Erasmus+ Higher education reform expert in Armenia

Research Interests: multiculturalism, multilingualism, identity.

 

Dr. Knarik Vardanyan will teach course on “Legal regulation of the migration processes and asylum issues in the EU and the RA”. Dr Vardanyan holds PhD in law and her PhD thesis relates to the study of legal instruments relating to refugees. Dr Vardanyan is a lecturer at chair of European and International law of the Faculty of Law at YSU. She has participated and organized various workshops and trainings on Refugee Law has published a series of articles and monographs

Research interests: refugee law, migration law.

 

Dr. Ashot Alexanyan holds Doctor of Sciences (Political Science); currently he is Professors at the Chair of Theory and History of Political Science, Faculty of the International Relations and Senior Expert at the Centre for European Studies. A. Aleksanyan has extensive teaching and research experience. He was a visiting scholar at the institute of Political Science of Leibniz University of Hannover.

Research Interests: labour migration; labour union; social inclusion, etc.

 

The module is based on student-centred education that implies application of various teaching/learning activities (lectures, seminars, webinars, group and individual works, cases studies and simulations), etc.
